"HOPE's mission is to reduce prevent and reduce homelessness in Central Florida by equipping
individuals and families to become self-sufficient through Housing, Outreach, Prevention, and Education."
 LOCAL ANESTHESIA

At the October meeting of the Florida Board of Dentistry, a motion was made and passed to propose legislation authorizing administration of local anesthesia by licensed dental hygienists.  Two dentists opposed the motion, Dr. Betty Klement of Jacksonville and Dr. Wade Winker from Eustis.  This proposed legislation will require 45 hours of formal continuing education at sites specified by the Board of  Dentistry.  The administration of local anesthesia by dental hygienists  will be under indirect supervision for infiltration and block  anesthesia.
Because local anesthesia by dental hygienists is not a delegable task, the proposed rule change will not go into effect until it is presented in the form of a bill to the Florida Legislature and passed.   Nationwide, 46 states already permit the administration of local anesthesia by dental hygienists
Most changes favorable to our profession come about through the efforts of FDHA. Here are some things you should know.
* The members of the Florida Legislature (House and Senate) make the laws and have the authority to change the laws that govern our  profession. Changes in laws can force rules changes.  Actions of the Florida Board of Dentistry can be presented to the Florida Legislature for law changes
 * The Department of Health, through the Florida Board of Dentistry, is the agency that licenses dental hygienists.
 * The Board of Dentistry makes and enforces the rules under which dentists and registered dental hygienists practice under Florida law.
 * Every RDH licensed by the state follows Florida law and BOD rules.
 * FDHA is the organization that represents registered dental hygienists and the practice of dental hygiene with proposed legislation.
 * The local anesthesia law will probably be presented to the legislature as part of proposed legislation from the Department of  Health.
 * FDHA is currently working on legislation that will increase the role of public health dental hygienists to increase access to care in underserved areas.
By becoming a member of ADHA, FDHA and GODHA you have a voice in our efforts to increase delegable duties, protect your license, and expand our scope of practice.  It is important to join your organization and get involved with FDHA.  You can help bring about a scope of practice that is in line with other states. Once again, 46 other states already allow dental hygienists to administer local anesthesia.
